Place this chip on any material. Within the chip can adjust the brightness and color of the material. Can place as many chips on a single piece of material and have it change to as many colors as you want. Make it go rainbow etc. Sticker Panel is only limited to having 2 colors saved on the material. Having a color adjuster chip this gives players more options to change the colors to whatever they want.

It already exists in LBP3... one of the Tools never given away by Sumo... RGB Tweaker... It is available in some glitch levels...

There is an RBG chip but I bet your Colour Adjuster Chip would have more elements!
