How do you Gate/match Circuit # together to make 0

Before I explain my problem ill explain my logic.

I'm trying to create logic that reads all attack damage done on a single enemy from a bunch of different numbers that gets added together.

On a weapon there is a chip that gives out a higher circuit after each attack like,

Attack once = 5 circuit, attack once again = 10 circuit, attack once again = 15 circuit etc.

Lets say the enemy has 100HP as in 100 circuit value, (Not 100%)

How do I match the same circuit values together.

Example: 100 "Attack" Value, +And Gate, 100 Value = Trigger

or

do the samething but invert it so it counts down to 0, attach a NOT GATE and trigger.
Issue with this is its not staying lite even at 1 circuit value or any. It needs to be at a circuit value of 10000 to count as 100%.
I need it lite between 1~10000 bur once it hits 0 or -1 ~ -10000 it needs to turn off that way if the player attacks past 0 value it still counts.

Okay so top number is the circuit value for how much HP the enemy has.

Tag senors read the values from each type of attack and add them together.
So right now it says that Jake has done 61 damage.
What hes actually doing is 1 attack damage and has equipment on that boosts his attack damage to 60. 60+1=61.
Sarah with no attack boost equipment on only attacked for 2 damage.
Added together its 61+2=63.

Now on the right side it says negative 53 meaning they attacked past the enemys max HP.

How do I trigger it on once it reachs 0 or in the negatives or match the values together to turn on.

place a sequencer and set it to positional, then open its circuit board and place a battery on it and stretch it to cover the full width of the board.
this setup will activate the battery's output when the sequencer's input is anything other than 0% (Both positive and negative)
wire this to a NOT gate to activate when sequencer's input is equal to 0%
to find when your input is equal to or less than 0% (no positive value) simply wire your signal to a splitter first, then wire the positive output to the sequencer (with the battery wired to a NOT gate).

If it's the same as LBP2, evret's solution will have a slight delay so it's not immediate (1 frame delay) but this is hardly noticeable unless the delays are stacked.2016-01-30 03:34:00

Does the battery need to be at 100%?
