I would have thought if I turned a rail hooks deceleration setting down to 0%, that it would never apply a motor force to slow down the rail hook. So going downhill it would roll free like an unmotorized hook. But that's not how it seems to work. Does anybody know what that setting does?

I think the only way a hook will roll freely is if it's set to not be motorized. The deceleration setting should control how responsive the hook is when it's input is set to Speed Scale.
