Missing prize bubble from Bunkum Lagoon HUB (spoilers, maybe)

I believe it's called Blue Butterfly Wing (the one in between Harlequin Pattern and Bunkum Arch in the list). If it's one of the prize bubbles flying around the center of the HUB area, then I don't believe I can get it. I fear that it is one of those. Those prize bubbles are no longer appearing for me. Hopefully it's located somewhere else that I haven't checked. I feel as though I've been everywhere multiple times.
