I decided to try out bear with us with the boost boots (for a faster way) and didn't collect any point bubble. So when I got to the end and pulled the lever, Oleg said the same thing he would say if I gotten a point bubble. Is there any way to fix this?

I believe the cause of it are the prizes you earn from pulling the lever. Since the prizes award points, the Score Sensor in the level activates causing you to fail.

He's glitched, he says the same thing no matter if you collect them all or nof. You still get his costume, though.

Yup. You get his costume at the end for not collecting any bubbles. Then you collect those bubbles, and he changes his speech. It's fine though. If you aced and managed to get his costume, then you got everything.
