Trouble with followers

okay so I have this little fishy. This fish has 2 followers on him. One follower follows a tag on the far right side of the level, the other follower needs to chase you when you land in the water.

Follower number one is set to follow with tag labeled "fish follow", lowspeed so the fish can go across the screen at a gradual pace.

The second follower is set to follow you when you get within its range.

I also have a player sensor with the same range as the second follower. That sensor is hooked up to the second follower and to a "not" which is hooked into the first follower.

The theory is that it will just move from left to right until the player sensor senses me. The players sensor would then turn on the second follower while turning off the first follower because of the "not". But instead of chasing me it just stops. It's like neither mover is now working when #2 should be working because the player sensor senses me. I don't understand what am I doing wrong.

All I can think is happening here is that the slow follower is set to "Speed" and when you switch followers the speed is zero and it won't move. Try setting both followers to "Strength Scale" or put both followers onto circuitboards and activate the followers by turning the circuitboards on and off.

Another possible solution would be to use a selector to remove the analog component of the signal from the player sensor so that it gives a 100% signal rather than a signal that is weak when the player enters the range and gets stronger as they get closer to the player sensor.

If this doesn't work I'll have a look at the level and give you a definitive solution.
