best way to "aim" at things in a 3d space?

I'm trying to make a resident evil style level with 3d movement and static camera angles, but I ran into a problem with aiming. I want the main character, a sackbot, to be able to aim his gun at in the direction of enemies, preferably a lock-on type aiming system...

I would make my level top down but you simply cannot get the right camera angles doing in that way.

It's hard because tag sensors do not report any change of distance if the key is in a different layer. If it did i might be able to cook up some logic that way but as it is now I can't figure the solution.

Anyone? Still stumped. Basically I just want my sackbot to rotate correctly towards something even if it's in a different layer.
