I don't know if anyone here has ever played games like "Clash of Clans" "Castle Clash" "Samurai Siege" Battle Islands" etc. Anyways, they all keep track of timing in real time, whether you are currently on the game or not. Like when you're training troops or upgrading a building, it has a countdown of much longer it would take to complete. The Real Time Cycle tool would apply very well for a Sim City type game where a construction of building takes time. Let's say it take 30 minutes to complete a build order, instead of waiting around in game, you can just leave the game, come back later, past 30 minutes if you like and the build would be completed. The Current Time tool would be perfect for tracking what time of the day it is and address it accordingly to the in game day and night cycle. For example, if you are playing late at night around 7pm, the in-game global lighting would be dark as oppose to playing 10am in the morning, the global lighting would then be bright. These two tools would give the game a more realistic feel and make it feel more alive and adaptive to whenever you are or not playing the game.

I asked for something similar for LBPVita but I was thinking more in terms with making calendars and clocks. All they would need to do is have a chip that took the current time/date from your PS3/PS4 and apply it in game. Give it outputs and both of our ideas would be possible.

That would actually be a good idea to be added in a later patch for LBP3.
