Then they wouldn't be "rare" items anymore. If you want them I suggest trying to earn them... I'll speak from experience, I'm still trying to find an interesting way to get hold of a crown and I'm fighting for my bug blaster code but... if these things were just handed to me they simply would not be special anymore. The fun is in the chase.

Rare items are rare because they only cme out once. If you want easy ones trying to get the cake costume or the space suit, but most of them will never com back. My best bet for the next rare item is ther LBP3 release shirt. I don't know if you could get it in 2, but it my be in 3 for the first week it's out.

There is an LBP2 release shirt, and also an LBP PSP release shirt + cap. If I had to put money on it, I would guess the LBP3 will be a shirt with an orange felt tree on it, fitting with the pattern.

That really isn't a good idea. People who bought the rares should feel proud of having their rares. Not let them be downloadable again to make rares less rare.

Instead of worrying about the rare DLC that has released in the past, buy/earn upcoming rare DLC, or rare DLC that's available, right now. The LBP Cap is available in North America for $2.99, right now. GlitchMaster7 shows a great tutorial on it. The RSBR T-Shirt is coming out soon (Free). Once LBP3 releases, the Spacesuit DLC will available for free, again. Make sure you pick them up while you can!

What about earning costumes via mobile devices? Does the Run sackboy run mobile t shirt prize count as a "rare" item? It wasn't given to me but I did earn it by completing the challenge in Run sackboy run. Would that be categorized as a rare item? Well, on the argument about the crown; one view is not about what the crown represents, but the crown itself. You don't have to earn the crown, you have to earn what the crown represents, and the crown is just a physical representation of the achievement. I am all for changing that physical representation since the crown is something that is useful, aesthetic-wise, in certain designs for characters in levels. A very fancy pin would be great. I personally don't care for the crown, and currently have no use for one in a design. But a much better alternative would be to have a special piece of head wear that is designed in a way to make all kinds of really fanceh head dresses.
