I have no clue how it could be made and it's not really hunger games if you have 4 players. Maybe computer controlled sackbots?

I imagine it would be a survival with both players and AI. You could use all the layers to make a detailed top town area and have game cameras to make it appear more 3D. I'm not a huge fan of the Hunger Games but I have read the first book. I would still defiantly play a level inspired by it.

I've made player bots in LBP2 just gotta add AI now . I've played with some people and they say its really fun as of now!

There was a hunger games competition at littlebigplanetarium like ? year ago or? Well it was pretty neat and I got in second Place and I would have won big time if I didn't screw it up at the last level.
