Rotate Motor not Responding to Input when it should be?

| Hooked up a Rotate Motor to the gears and wheels inside the tank's tread area of Tank below. What is strange is that the Motors are spinning all the time and are never in an Off position. I have them set to Forward/Backward as I'm trying to create the look that they are moving in-sync with the Tank's forward/ backward movement. I've tried transmitter and speed sensor but the basic problem is the motors are in motion even though they are wired and ready for input -thus should be still. Do transmitters getting broken and always emit a signal? When I drive up to my test build I can see how the transmitter is affecting the motors. I got it to the point where hitting either Forward or Reverse just reverses the motors.
