Where is this decoration from?

| I have seen this decoration in a few community levels, but don't have it in my popit, and can't remember seeing it in any story levels. I am able to use it in levels, so I am guessing it isn't from a paid DLC pack? Maybe the Tearaway pack which I missed out on... It's like the roof of a building or something?
