I think he had an emitter shooting out blocks stickered to look like water, which were on a conveyor belt.

There's a few ways to create water effects. One is to use a circle of glass with most of it behind a wall. Cut out the middle and attach the outer ring to a motor bolt. This will give the illusion of water. Another method is to use a piston with a long strip of glass attached. Put the piston on "flipper motion" so that the glass moves quickly back into place after each decent.
