All Checkpoints Activate At Once

Like the title says, when I enter a level every checkpoint is active. So if the player diesl, instead of going back to the last checkpoint, he or she will seem to randomly spawn from any of the others instead. Is this some common bug from a recent update, am I missing some function rule of checkpoints? I tried replacing them all and they are deactivated in create, but the effect happens when entering play and when go back to create, they are all active again.
