Vita Content Manager Help

I need help with this witchcraft.

I've been trying to use the Content Manager on the Vita, but I keep running into the same problem: I can't update the Content Manager Assistant.
It downloaded smoothly and everything, it's just that I can't connect to the server. I plug in the Vita and try to connect to the PC, but it tells me I have to update the Content Manager Assistant. A prompt then pops up on the PC asking if I want to do so, and when I say yes, it just says that it "couldn't connect to the sever". I have no idea what I'm supposed to do from there. I'm connected to the internet (obviously) on the PC, but not on the Vita (it can't get reception from upstairs).

I've updated the Vita to the latest version, I've reinstalled the Manager like ten times, I've restarted the computer plenty of times, but I don't know what's wrong. I'm no computer wiz, so if I have to delete some driver or file, chances are I won't find it or know how to do it right.
And I also have Windows XP. I don't know if this has something to do with the problem, but I wouldn't be surprised if it does.

Where are you downloading Content Manager from?
The official website (http://cma.dl.playstation.net/cma/win/en/index.html) supposedly has the latest version, and you seem to meet all the requirements (XP, internet connection on PC, a Vita obviously)
So you could try uninstalling the current Content Manager and installing the latest version, otherwise I'm stumped. I wish the Vita had the ability to explore and drag files like the PSP, it was easier like that.

Yeah, I've tried, and I downloaded it from there, but apparently it's not the latest version? I mean, it should be, but it still asks me, even if I restart both systems. Thanks for trying though. Maybe it'll work today.

I'm guessing Content Manager Assistant is a download manager for Content Manager?

If the software can't connect to the server there are two possibilities that come to mind first:

Their server is either down or undergoing maintenance.
Your firewall or router is blocking the connection.
To discount any issues on your end you could check your firewall log to see if it's blocking CMA and check your network monitor to see if the software attempts to establish a connection using a port that's blocked/unassigned by your router.
