| As far as I know, every past piece of preorder DLC has been made available in the shop later on, so it's a bit naive to expect that won't happen this time. You paid extra to get it sooner, and people will still have to pay for it. Also, the preorder / special edition versions weren't available in every country, so for some people this is the first opportunity to get their hands on it.
