Tag Eyes! Anyone know how to make them?

| I've searched and searched and have come up with nothing on the subject. What do people use for these eyes!? Is it a DLC of some sort? If so which one and where/how do you get it. Here are some examples. You can see they eyes are purely sticker made not like the typical LBP ones. http://i1263.photobucket.com/albums/ii624/c2screamo/APhoto_1_zpsc43bf9d6.jpg And if you take the sticker off you get what looks like some sort of tag.
