Part of me thought you might mean something other than a Tweaker. Anyways, by localisation, I presume you're talking about creating bodies of water separate from the main water level? I've seen a few similar threads like this. That's not really a 'Tweaker', to be honest. It's more like a Material. Here's one of the older threads.
