I bought this DLC about a day ago, but I only obtained the special costumes.. (like colonel flounder) based on my prior experience with LBP karting, shouldn't I have all the levels unlocked? Tutorials? costumes? I am using a ps vita on the latest update, my LBPV is 1.07 and I bought the pack from the PS store app... I have tried un/re intalling LBPV and all that did was reset the tutorials, I have redownloaded from store app many times... anyone else have this problem... what do i do?

Not only should you have all the stuff but you should also have a bunch of unreleased stuff due to a glitch in 1.07. There is something definitely wrong there.

other notes I should mention... when I download the pack from the store on the psn (because I cannot re-download in-game) it has the brocken image icon, and lets me download it as many times as I want, and installs it as many times as I downloaded it... Is the pack not working because the glitch is being fixed maybe? also, I was unaware of the glitch until I looked into this problem

Is this on the European store? Because I tried downloading it today but I couldn't even find the pack. My guess is they removed it around when you brought it, and as soon as the glitch is fixed they'll rerelease it and all will be fixed

I agree that it's an isolated issue, as I bought it yesterday (albeit off the European shop) and I've had no worries
