I don't have a Vita, but I saw the materials from this DLC pack and, well... WANT. 25 Materials and they all look great. So, if I download this pack, am I going to be able to get the materials without a Vita?

No. The only stuff you can get without a Vita are a fair few stickers and the Logic Tools from the tutorial levels. The materials and everything else are in the levels, which you need a Vita or a friend with a Vita in order to load the levels, and almost all the obstacles need a Vita to progress past them. I'm sure if you ask around, however, you might be able to find a friendly Vita owner who will escort you through the pack. You can get more or less all the stuff in 40 minutes or so.

Or you can get some of the cross controller stuff by friendly people of community who published levels with cross controller goodies. Personally I was lucky to have a friendly friend with vita helping me out But there is some levels published with cross controller goodies.
