You cant customize them to use on your tracks (at least I cant find how) so why are they there? Also, totally unrelated Q. How do you trigger cut scenes to start at the beginning of your level? And how do you expand movie cameras on sequencers to allow overlapping of the cameras to accommodate transitions?

I think you select one to override the karts used, like in the level where everyone is using a RoboBun kart. For the cutscenes: On the scoreboard there are two square depressions with inputs and outputs. IIRC the left one is for the beginning. Lead the output to your movie cameras, and their output back to the input on the scoreboard, so it knows when your cutscene is done. There's a tutorial that shows this, probably the cutscene one, or maybe the scoreboard one. Regarding the movie cameras, maybe this helps: I agree with you that this is not covered well at all. I would have given up on it if it wasn't shown in the tutorial, but it doesn't show you how to do it there!!!! The key is to NOT select the battery. You need to just hover your cursor over it and then you can expand it by pressing right on the d-pad.

If you pick a cart then (in theory) all players have to use that kart. However I found in create mode it only effected me and not the rest of the players. Try saving and playing in proper play mode to see if that makes a difference.
