Online Pass: Included with digital purchase of game?

| I've read the special page here on the online pass. It states that its a separate download if you purchase the digital version of the game. But it was not explicit about whether this pass was included at no charge. Can someone confirm? I'll probably buy the digital version unless I have to pay extra for the online pass.
