Maximum Warp Scotty! Scientists determine intergalactic travel is 'possible'

Recently, scientists at the Starship Symposium announced they had theoretically determined that the amount of energy needed to supply a warp drive, previously thought to be approximately the mass energy of Jupiter, could be reduced to the mass energy of something similar to a small satellite. As unbelievable as it sounds, this sort of technology was inspired by Star-Trek, again, setting the stage for future innovation. How it theoretically works is that a ring around a starship would be able to warp space-time given enough energy. Travel in this warped region may then occur at speeds well beyond the speed of light, but relative to all observers, it would occur at a significantly slower speed. Since the speed of light is constant and cannot be exceeded, to move faster than it you must warp space-time to slow the light down. To everyone within the event, things outside the event begin to speed up. Vice versa for those outside looking in. This is similar to how gravity influences space-time. There is believed to be a correlation between energy and space-time, thus providing a basis on how a warp drive may work. This technique may have already been demonstrated in some rudimentary tests (sorry, no source, just remember reading about it, and may not be credible), but is going to see much greater emphasis with these new revelations. The ultimate goal is to make humans an interstellar race. An interesting note is that anyone travelling such great distances using warped space-time will appear (to themselves) to reach the destination normally. When looking back at where you came from though, you will have travelled several thousand years into the future. Potential extrapolated applications of this technology are to achieve instantaneous communication over incredible distances using warped space-time. Since the nature of space-time is hardly known, this sort of research on warp drives may reveal much more about the elusive '4th' dimension than we currently realize. I just hope that before I die, I'll be able to witness proof for or against such a device. I skipped over the uninteresting / confusing parts, such as how the shape of the space warp impacts its use, and how fluctuating the field can significantly save on costs.
