I noticed that some levels will be locked and say something like 25% done, 63% done, 95% done. What I wanna know is where they are getting these percentages from. Are they just making them up?

Yes, they're just making it up. They're estimating their progress on their projects, trying to create an ETA of sorts.

there is no set way to do it. i know some people use the thermo and when it fills they are done.

My project is 99% done. The last percent is the hardest part actually, "finishing it".

Yep, they just make them up. Though I have to say, I found it cute and funny that you thought something as complicated and abstract as the creative process could be calculated into a percentage by a machine. ......maybe someday...
