It seems that on some occasions, people have republished levels, without losing the plays that it got. One was even an MM pick that said "republished after MM picked". Is this really possible, or am I seeing things?

Um... They arent deleting the level and repubbing it, they are just overwriting it after making changes to it

Yes, you keep everything you earned if you simply republish over the original version.
