Whenever I choose the "Play Online" option, very VERY rarely will I find people playing even though it shows >100 people playing! My connection is fine and I can play community levels. Whats the deal?

99% of those people chose the "play on my own" option. Or they've already passed the "online gate".

If you really want others to be joining you, then select "play online". Just don't go past the player limiting gate and wait a while, I am sure people will join you eventually. It's just usually this gate is pretty close to the start, and once you cross it no random person can join in. You can still invite online friends or have an extra controller start up so people can join though. But back to the main point, play online, wait a bit before the limiter, and I am sure eventually others will come.
