Some companies won't approve of sharing their work, and you can't put their work into a DLC pack without approval. Anyway, people have violated the copyright rules by making some sequencer music that sounds identical to the music from other games. I played one level that used music from Animal Crossing (the creator really made this by using sequencer instruments). I bet Nintendo would be displeased if they played that level. So yeah!
