Ok, I've just finished the Muppets Pack story but, whenever I went into create mode to test out the new goodies, the Attract-o-Gel was nowhere to be found! Oh noes! Where do you get the Attract-o-Gel? I'm really eager to test out the functionalities!

How "in the muppet pack"? I checked the toutorial list, and it says i completede 61/61 toutorials. And yes, i have bought it.

On the screen with all the Muppet Pack level badges, there's a polaroid picture right at the bottom of the screen, partially obscured by the pod controller. Try that.
