does the republished version get a shot to be on the cool pages? i published a level months ago that got a few thousand plays on the cool page, but that level was just a demo of sorts. i updated the level significantly and want to publish it as a new level, like a sequel. will it still get its shot at the cool page?

Don't see why it wouldn't. As far as the game is concerned, it's a new level, so it should have the same chance as any other new level.

Yes. As soon as you publish a level brand new, it has 3 days to be on Cool Pages. Most people agree that getting plays in the first couple of hours is essential. So, be sure and tell friends ahead of time and ask them to play, and give it a good rating if they feel it deserves it. Good luck.
