Movie Cams have a flatness setting that comes close to looking like Front View.
Alternatively, the level picture posted, may be using a thick layer for the BG, with all the other stuff on a thin layer in front, which would create a very flat-looking appearance.

everthing is 1 layer. some things are circumstanced in the BG.

Well it's one or the other. The creator won't be using some magical tool nobody else has.

You say it's on one layer (Nigh-on impossible, BTW, because of how Sticker Panel layers over itself, and how difficult it would be to have animated cardboard characters and such.)
And you don't think it's a Movie Camera, for seemingly no reason.
If you place a Movie Cam on a moving object, the Cams shot moves with the respective item. And with controllers not disabled, there are no letterbox bar thingys on the top and bottom of the screen.

If you play the level, you see that he's not using a movie camera :|

How do you know that? A Movie camera is indistinguishable from a regular camera if it's used correctly.
Give me an LBP.me url and I'll go check this out for myself, and confirm it's a Movie Cam.

i'd be interested in finding out why you are so convinced it's not a movie camera. if it's because it doesn't have boarders, there's a setting that gets rid of them and lets you use the camera as a normal game camera. you just set 'disable controllers' to no. you then adjust the 'depth of field' to make it flat. i personally think it's using three thin layers with depth of field shrunk to max. sticker panel in the background, material layer in the middle and holographic material in the foreground
