That is called "Light Stud" and you get it by collecting all of the prizes on The sackbot Redemption. All of the prizes are very easy places, but you need to backtrack after all the sackbots go up in the tube. Im happy to give any more help if you need it.

In case you're wondering about the color, I think if you put it on a piece of holo and tweak the color, it changes the color of the decoration Cheers, flyinhawaiian

After you pick up the sackbots and saftly get the number needed in the tube, A door opens to the next room, and also, prize bubbles appear in the last room. so you need to go backwards to the last room to get them. They are not too far back, so if you cant find anything soon, just continue the level. If you still cant find every thing, I dont mind meeting you online to help.
