Where is the sticker tool?

| Help, right so the other day I went back on lbp and saw the paint tool, I thought WOW! Finally the abbility to paint on lbp. So I went an brought the move pack and messed about on the levels and decided to mess about with the tools, but I didn't have the paint tool. It this hidden in a level somewhere? Or is my game just messed up? Please help! PS if it is in the story bit please show me where it is because I suck at the story mode!
