I think better visually so I'll draw up a diagram, then explain that... Red dot is an floaty emitter, green dots are cardboard/weight emitters. Switch A jams cardboard in the left, and shoots floaty up into the top of the balloon, switch B does the same only with cardboard on the right, and the imaginary switch C in the middle jams cardboard both so you can hit the ground again. Balloon's gotta be rigged to have neutral buoyancy with a sack person in it to work right. I'm sleepy so the idea is flawed. It must be.

Seems cool, im gonna try making it. Its pretty much a hot air ballon simulator, for horizontal flight you could put rockets on the sides of the basket.
