Open-World Parkour Level

I don't know how I should go about placing the buildings, what sort of theme I should have, etc in my level.
Like: should I start my character on the ground or on a building? Should I have parts of certain buildings "carved into" where you can be inside a building at certain points (small hallways, taking the elevator, etc).
This is going to be an open-world level, where the player can go around doing whatever (s)he wants.
I want to take advantage of the sackbots' enhanced capabilities as much as possible (mentioned below). I don't want random building placement, but a city made for parkour, while still holding the characteristics of a city (with different stores, buildings under construction, apartments, etc). and the realistic feel (the same free-running experience as inFamous, Mirror's Edge, and Assassin's Creed).

I plan on eventually adding different objectives, speed trials, and other things to keep the players active (besides exploring and freerunning). I'm not sure if I should have enemies or not (like running away from the cops, fighting gangs, etc).

Moves invented so far for my athletebot:

Double-jump
Somersault
Wall rebound (bounce)
Wall run-up (you move up a wall to a certain degree and your character is rotated sideways)
"Perfect" balance


I'm going to start drawing out cityscapes and different layouts on how it might go, but if any of you have suggestions, please tell me! It would be really easy if there was an image that I could model this after, but I don't know where to look (if you know a place I can go to using Google Earth, that'd be nice).
