doesn't F4F mean feedback FOR FEEDBACK....not Hey, look at my level? Just wondering, because I've given feedback on several levels, and posted which level I'd like them to try. So far, all I've gotten is a single Boo, and not even a reason why.

Have they been online since you left feedback on their levels? It can take a while for someone to return the favour. Also, was the boo from a person you requested feedback from? If so, then they should have definitely left a review or came and commented in the level's thread. If it has been a while since you left your own feedback (over a week) you could send them a message just to make sure they haven't forgotten.

The boo was from one of the people I reviewed, and they have left feedback on other F4F since then. I'm not complaining about the rating; if they didn't like it, they didn't like it. I'd simply like to know why.

I say you go and troll the people who didnt feedback back. Just delete your review and boo the level, its the most effective way of fighting them.

Indeed, I'd give them a gentle nudge by leaving a message on their profile, there's the possiblity that they may have simply forgotton by mistake. If you left feedback, it's only fair they return the favour.
