Is there a way for me to turn on my notification for when I get PMs?

Otherwise I'm sending PMs to mods (MODS) who don't even know they have a PM... Since you're referring to mods, I have to disagree. First of all, mods deal with a lot of PMs every day. I alone send and receive around 20 PMs a day, and that number is climbing as our userbase grows. Sometimes it just takes time for a mod to get back to you, and you have to deal with that.
