I'm considering getting one of these 2 packs. I already have the other kits so please don't recommend any of the other ones. Which one should I buy?

I prefer history, it has more useful stickers, music and a nice background

I say History pack all the way. You'll find a large number of the Incredibles stickers are just body parts tied to the movie, like the Marvel stickers. Useable and cool 1960s art and movie art, but people will take one look and go "oh, that person just smacked Incredibles stickers on their level." Whereas the history pack stuff is hugely diverse with great textures and images that can be used in lavish ways in many different levels, and will look like your own creation, as it should. You created it.
