Any safe /easy way to change my IP?

I've tried a lot of ways to do this myself. I haven't found a good solution, but I *can* tell you what doesn't work. Trying to use proxy servers from the CoDeeN network won't work because they've all blocked out sites which use IP region-locking.  I've yet to find an independent US-based proxy server.
