Vanishing Costume Pieces

I was making costumes and when I tried to put on my spider costume it told me I didnt have the parts. I go into my bag and sure enough its not there, in particular, the Sly Cooper tail. I had an account that wasnt being used that I downloaded a bunch of stuff through, but I deleted the account. Would that do it? If so is there any way to get that same DLC onto another account? It was downloaded to my hard drive, I cant imagine why it would just up and leave like that. The worst part is there was seasonal DLC in the mix that got lost. I need the Chinese New Year one for the female wizard costume- Until I get all that DLC back I cant even edit the Wizard level or make a new one! And how am I supposed to get this DLC back without accessing the store? Infuriating, like fifty bucks of DLC just up and left, even though I downloaded it to my hard drive. THat just doesnt make any sense! I cant even find the DLC on my hard drive, it all looks like its just lumped into one object. Hmm did you happen to delete the dlc? A question like this is on the same caliber as calling customer support and telling them your computer wont work, and they ask you if its on. And yet there are people who call customer support without being prepared. (ie. having the computer on, getting necessary data about your system) So that question wasn't that far fetched. And I've see enough posts of people on the internet vehemently reassuring us that they're not idiots, no they didn't delete it, but they'll go check if it makes us feel better. ... oh, wait. I'm thinking its tied too the account I deleted, because before I cleaned out my user list I could use all that DLC. I'll just have to wait until the store is back up and re-download everything over that account. And no it's not possible to transfer purchases to another account. gamesharing=piracy, its taking data that you should be paying for and downloading it for free using another person who has already purchased it.
