What ever happened to the give rep feature

| I know the rep feature was missused in the pas but why was it taken off completly. I also thought of ways it could of been improved to make it 100% fair and safe. 1. Cannot give negitive rep to others only admins/mods can give negitive rep 2. Giving rep will send it to a admin/mod section and they will take it from there 3. You can give negitive rep to others but admin/mods have to look at it before it is taken off persons account 4.
