ok, there is a really excellent tutorial by Compherc on this, but how do you get the 3d layer glitch in the first place. what procedure do i go through?

Well, comphermc has a community level where you can obtain the object, but seeing as how the PSN is down at the moment...

...how do you get the 3d layer glitch in the first place. what procedure do i go through? There's a link in my sig, but note that you can only do it in LBP1. All the 3D tools available in LBP2 have been imported from LBP1.

DATA TRANSFER LEVEL It's called a cascade and if you go to his moon you'll see a level called Data Transfer. I think it's right above his profile picture on the moon. When you enter the level go UP a tad and to the RIGHT. You'll see it floating up there, capture it and it's good to go. I think it's better than the normal glitch tool. You can easily pick your glitch size(how many background and foreground layers). Hope this helps. I love his tutorials. Oh yeah and it's cool how he explains how to send objects into different layers. Just a note: the level the cascade is in has nothing to do with 3D layers.

I have an extra layer cascade tool you can collect as a prize - works for LBP2, it's in a give-away level. When sending objects into extra layers, it's important to note that in LBP2 you need to capture you object + dark matter into "my objects" and then do the emitter. If you capture the object + dark matter from within the emitter menu, then you won't be able to remove the dark matter. Hope that made some sense.
