Ideas for Unknown Threat - Phase 1 (title pending)

Ok, I'm currently trying gto start a new series called "The Unknown Threat" it'll be a few levels long and its supposeed to be set as a post apocalyptic type thing (sorta inspired by inFAMOUS) and the title comes from the main antagonist: The Unknown Threat. He's a man of average stature but his power is incomphrehensible. His powers are undecided yet but all I know is that hopefully he'll be a pretty foreboding enemy. I need feedback on what I shpould add or how I should make the main protaganist should look like or act. (I also have most DLCs so suggest away) I'll also need power suggestions and other things for both the antagonist and the protagonist. Oh, and the first part of "Phase 1" has you controlling "The Unknown Threat" soon after the helicopter he was travelling on was blown out of the sky.
