Music & Sound
The sounds for the car moving are fitting. The 2 songs used I found weren't very fitting. The song used in the intro was hectic and fast. But you were in a lobby. The 2nd song was a more happy cool song. But it was used during the race. I think Matnee got these songs backwards or something.

Atmosphere
This level has nice neon graphics. It's all pretty basic though. There is animation on the cars which is nice. The Track Editor tutorial works well. I just find that there isn't much to it.

Gameplay
The track editor works great, Allowing you to put turns and straights all round . I played a few rounds just because of this. But thats the problem, The racing is bare bones. Theres no speed increase, no power ups, No variety. Just the basic racing. The A.I works well but it's way too easy, probably because of how bare the gameplay is. It gets boring because of how easy it is and how basic the neon graphics are. The biggest problem is it's only 1 players. If it was multiplayer it would've been great. Imagine you and your friends making tracks and playing them.
Honestly the only reason to play this instead of any other racing game is the track editor.

Final Thoughts
It's a pretty basic game. There isn't much presentation. The gameplay is Bare minimum. The only reason to play this is the use the custom track editor. That's it, You should add multiplayer, or some variety to the gameplay.

Music & Sounds
The "retro" sounds are nice. They are in appropriate places, like jumping and stomping on enemies. But the music...
is "Another Winter" By ANAMANAGUCHI. I know music from "Scott Pilgrim VS The World" in LBP2 is popular, But that doesen't change the fact that it is unoriginal. He could've used a more fitting or original song. It's not too fitting.

Atmosphere
All of the graphics are by Shaun Inmans Mimeo project. They do look pretty cool, but I don't understand why he used them.
It does look nice though.

Gameplay
Ugh... I can look past the not so fitting music or unoriginal graphics. If the gameplay was at least decent. But it's not. Unfortunately like most "retro" styled levels, The controls are garbage. They are frustrating. The running can be sporadic. The air movement is pretty tough. Every 1 out of 15 times instead of a normal jump your character will do a small jump. Sometimes you can jump off the EDGE of a platform, sometimes off of enemies. It's frustrating
The level DESIGN isn't very difficult. IF your a decent gamer, Even more so a retro one, you'd normally get thorough this with ease. If it wasn't for the controls. If you play this the only good reason you would ever die if because of the controls. I died 3 times because of the poor controls.Like most levels that change gameplay in LBP2, "Retro" included,are usually novelties. If you play something that changes gameplay your reaction should be "OK time to get thorough this part" Not " OMG OMG OMG LOOK AT THAT OMG"
This would be easier to look past if you had checkpoints. But you don't, you get one life and that's it,ONE LIFE. That's like playing a normal LBP level with 1 life. Frustrating and LAZZYYY. There is no good reason to not have checkpoints. Other retro levels have checkpoints. Why cant this one?!. You listed in the description it makes it a "challenge". Sounds like it's an excuse not to put checkpoints in.

Final Thoughts
Most levels that change gameplay are generally novelties. I can only think of a few levels that aren't glorified novelties. This Mimeo land level has POOR controls,No checkpoints,unoriginal music and graphics. In short, Its a glorified novelty at its laziest form.
