White water kayaking simulator

Hi all I'm working on a kayaking project an was hoping for some help and suggestions (especially where logic is concerned as I am currently having a few issues. I'm breaking down the project into several stages.
1. Basic movement in flow and eddies along with rotation of the boat between the two
2. Introduction of capsizing when coliding with rocks and rolling
3. Introduction of edging
4. Introduction of slalom gates and other competitive aspects
Il expand upon the terminology when I get to each stage but for now eddies are just areas of slack water where there is no flow (to oppose the paddling)

So far I have tried ussing a system using tags to work out where the flow is so in later versions I can turn corners. I have tried movers attached to rotating hollo pieces but the don't work on bolts, and I have also using followers however these don't co-operate with other movers but neither of these has really worked.

If anybody has any suggestions would be glad to here becaue I am thourouly stumped at the moment.
