Why did i see someone that is level 78 and still had thread , and one green bar. Is that a glitch?

I believe the green bars are to do with 'Thanks' given, so a high level doesn't necessarily = lots of green bars. What user are you referring to?

Im not quite sure exactly what your trying to ask, what I am quite sure exactly that this isnt the place to ask this. The green dots below names are influence by the amount of thanks on posts you have recieved. It is not affected by anything else.

I saw like 3 people on lbp community level 55,78, and 100 that had lint on it. They could've: a) won a LOT of XP in a short amount of time. -or- b) just decided to call themselves "Lint". I hope that's what you mean.

Still, by far the biggest contributing factor to XP is length of membership, so it could just be someone who registered a long time ago, but hasn't posted very much.
