Gradually rotate wobble bolt via count?

| Ok, so I have a pump system going. http://i9.lbp.me/img/ft/509d1177f063e80d81f232c1f390f31e5836115f.jpg [timer] > [counter] > [tag] When count is reach, it activates the tag, which rotates a shape 90 degrees. I would like to know how to to gradually rotate the block, so it rotates a fraction with each hit on the counter.
