Has anyone suggestions for me on how to achieve a top-down view of a sackbot that is not seated in a Creatinator? Is it even possible with out-of-the-box sackbots?

could use the sackbot decorations maybe? Ive tried making what looks like top down sack people, and even tried just the head and shoulders, like the 1st GTA games, but they always look too blocky. Decorations would be your best bet I think.

You definitely have to make something, though. the sackbots, like sackboys, can't be viewed top down without being in a creatinator.

I had hoped to be able to do this too! Wonder why they didn't include an "orientation" modifier.

Yeah, I'm pretty sure your best bet is to use the Sackbot arm, leg, and head decorations on holo material. It should work pretty well.
