Trying to create a level with a material that is clean (no texture) and white, but that can have stickers put on it (so no Neon). I've tried white wood with a huge white sticker on it, but that still looks grey. Suggestions?

White Matter is pretty frickin white. And if it's not white enough, throw a white sticker on it. Also, tin foil with white sticker looks pretty nice, too.

Blue Wood material with pure white sticker. And if you dont want other playing with your stickered creation place a large thin "inviible gas" through out the entire level.

I like to just use dissolve material with a white sticker slapped on it myself, it has a smooth texture.

Blue Wood material with pure white sticker. Yes, that was the best method in LBP1 as far as I know. Maybe there is an even better material in LBP2 though, which gives an even nicer white colour.

there's actually a BETTER material than the blue wood also in lbp1 :] (maaybe not better but) in the marvel pack (if you would ever bother buying it) there's this material... errr... what's it called? well anyways it's like a bunch of marvel dudes on it. since this material have absolutely NO patterns or any special/weird texture, a white sticker makes it completely white.
