I've seen levels, (mostly story, some community) where while you are playing green bubbles show up below telling you what button does what (i.e L1 Charge Lazar, R1 Fire Lazar) Could some one tell me about this?

Hmm...I can't speak from experience but if I had to guess I would say labeling outputs on the controllinator.

Pressing square over one of the controlinator outputs in create mode allows you to select a 'name' for it.
