The easiest way to do this is to use a turret and Joystick Rotator. Hook the Right Stick up to the Joystick rotator so the player can aim with the right stick and fly with the left stick. If you need to have both Sticks to control the craft, you could use a combiner and the R1 and L1 buttons to rotate the turret and say R2 to fire.
